The biggest differentiator between a senior citizen and normal one in fiscal terms is that senior citizens mostly have only some sources of passive income and no active income, nor are they in a position to take up employment.

Seeking to restrict the fiscal deficit at 4.8 per cent of the gross domestic product (GDP), the Finance Ministry is likely to make a substantial cut in its plan expenditure for 2013-14 fiscal year. Finance Minister P Chidambaram has already committed to restricting the fiscal deficit for the current financial year to 5.3 per cent of GDP and lower it further to 4.8 per cent next fiscal year.
